Dr. Tarek Oliveira Shayya founded Gratiya Advisory following a 30 year career in international affairs. From serving in United Nations agencies to holding key positions at the UAE Vice President’s Office, he has made significant contributions to global initiatives.

In 2016, as a Board Director for Expo 2020 Dubai, the first global mega-event hosted in the Middle East, he played a vital role in securing the participation of 192 countries. His expertise and diplomatic skills saw him become the Chief International Participants Officer, overseeing departments such as International Business Engagement, Communication, Marketing, and Protocol. Tarek assumed the role of Executive Vice Chairman of the Board of Directors in 2020, driving the development plans for Expo City, Dubai’s innovative business hub. His strategic vision and leadership were instrumental in the project’s transition and legacy aspects.

He also served as Director of International Affairs Department at the UAE Vice President’s Office for Political Affairs from 2008-2017 and at United Nations agencies from 1994-2008.

Tarek holds a Ph.D. in International Relations – Foreign Policy from Northwestern University, is an internationally certified board director from INSEAD, and is fluent in four languages.
